Authorize Public Hearings
a.
Action Item: Authorize public hearing for variance of NCC 10-28-5.C requiring a 10' setback from interior property lines and NCC 10-28-12-C.1-3 specifying the required minimum 25' end-to-end setback, 15' side-to-side setbacks, and minimum 10' from structures or mobile homes in adjoining space to allow replacement of older mobile homes overtime with more modern multi-section homes which require a larger building envelope, at 914 N Midland Blvd, a 4.87 acre parcel #R068900000 (located in the SE 1/4 of Section 16, T3N, R2W, BM) for Andrew Boespflug (VAR-00155-20243). Action Item: Authorize public hearing for Zoning Code Amendment of Title 10, Chapter 23, Section 8 adding items L & M for prohibited signs related to advertising illegal activity and the sales of controlled substances for the City of Nampa, ZTA-00040-2024. To be considered by City Council on May 6, 2024.

a.
Action Item: Authorize the Mayor to sign, (1) Agreement to Waive First Right of Refusal and Terminate Lease with Eagle Helicopters Inc., dba Kachina Aviation dated April 22, 2003, and (2) Nampa Municipal Airport Land Lease Agreement and Memorandum of Lease with Nampa Valley Helicopters, Inc., effective May 1, 2024, for Lot 2650. (Standard agreement approved by City Attorney Joe Borton)
b.
Action Item: Authorize Mayor to sign task order amendment with J-U-B Engineers, Inc. for the irrigation Wing Well project in the amount of $56,700.00 (Time and Materials Not to Exceed). (Standard task order documents approved by Legal) (Approved in FY24 Budget, #24-8070-010)
c.
Action Item: Authorize Mayor to sign the Encroachment Agreement with the Idaho Conference of Seventh-Day Adventists, Inc for construction of two sets of stairs from the Lifting Lives Community Resource Center parking lot located at 211 W Iowa Ave to the sidewalk on Checola Street. (Standard agreement approved by Legal)
d.
Action Item: Authorize Mayor to sign Encroachment Agreement with Colorado Commons Holdings, LLC for existing monument signs of the Colorado Commons development located at 1017 S Elder Street, which were placed in the right-of-way. (Standard encroachment agreement approved by Legal)

Action Item: Authorize Mayor and Public Works Director to sign Task Order with Stantec Consulting Services for the design of the Wastewater Treatment Plant Primary Digester No.4 and Primary Clarifiers No. 2 and No. 3 Coating and Repair Project in the amount of $148,777.00. Action Item: Facilities request for funding to complete Hugh Nichols Public Safety Building Flooring Replacement Project and authorize the Mayor to sign a Contract Amendment for the additional work to complete the Hugh Nichols Public Safety Building Flooring Replacement project based on the options detailed in the Staff Memo. (Approved by City Attorney Victor Villegas) (Funded by FY24 Capital Budget #24-1010-008; Pending Budget Amendment)

Action Item: (1) Award proposal for an Automated Traffic Signal Performance Measurement software to Econolite Systems; and (2) Authorize Mayor to sign a purchase agreement in the amount of $136,580.00. (Approved in FY24 Budget, #24-38040-007; overage will be part of FY24 Budget amendment)

Action Item: Authorize Mayor and Public Works Director to sign a task order with Ardurra Group, Inc. to complete final design services for the Airport Infiltration Pond in the amount of $107,717.00 funded with Columbia River Basin Restoration grant.
